He Who Remains hoped Loki and Sylvie would replace him after growing bored with eternity at the end of time. Instead, the latter killed him, but Kang knew he'd be resurrected after the Time Loom failed and destroyed the TVA and branching timelines, leaving the Sacred Timeline to thrive. Loki created a new Multiverse powered by him instead of following He Who Remains, giving everyone free will and his TVA friends time to prepare for Kang's Variants' war.
Ant-Man and The Wasp: Quantumania revealed that the Council of Kangs had imprisoned Kang the Conquerer in the Quantum Realm to protect their plans. The TVA briefly mentioned watching Kang's Variants in Loki season 2's finale.
